Senior Vice President and Chief Nursing Executive

Location: WellSpan Health, York, PA

General Summary

Provides leadership and strategic direction for nursing practice across all care settings, care management, and health at home operations at WellSpan Health. Serves as WellSpan Health's senior leader in developing the nursing vision, common standards and practices for the system in collaboration with colleagues in a highly matrixed environment, ensuring alignment with the system's values, vision and strategic plan. Plans, implements and evaluates standards and practices for patient care and facilitates the delivery of services. Oversees the Nursing Council structure and provides strategic support for appropriate alignment of nursing practices across entities. Provides strategic support for entity pursuits of nursing excellence such as Magnet and Pathways to Excellence designations. Participates with leaders from the governing body, management, medical staff and clinical areas in the system's decision-making structures and processes. Provides input into entity CNO evaluations as the matrixed system senior leader.

Duties and Responsibilities

Essential Functions:

  • In collaboration with nursing leaders in each care setting, develops system wide and entity-based nursing strategic plans, casts the nursing vision, values and philosophy, fosters a culture of excellence and innovation, and ensures plans are aligned with that of the system.
  • Participates in strategic planning, priority setting, and program development in collaboration with the WSH Leadership Team, hospital nursing leaders, medical staff, nursing staff and others as appropriate.
  • Responsible for a comprehensive care management strategy focused on improving patient outcomes, enhancing care coordination, and advancing total cost of care improvements.
  • Responsible for a comprehensive health at home strategy and operations, including homecare, hospice, remote patient monitoring, hospital at home, and future care models that advance the systems strategic priorities and value-based care goals.
  • Provides oversight for the development and management of all nursing budgets, ensuring efficient use of resources, productivity benchmarking, operational excellence, ongoing stewardship evaluation, without compromising quality or safety.
  • Oversees the establishment and updating of systemwide nursing standards of practice and standards of care, as well as nursing policies and procedures which are consistent with evidence-based practice, current nursing research, PA Nursing Practice Act, DOH and hospital accrediting body regulations.
  • Works with a council of WellSpan nursing executives to develop and improve a common set of annual safety and quality of care objectives that primarily relate to nursing practice.
  • Strengthens the professional practice environment in which to practice nursing via Magnet and Pathway to Excellence principles and concepts; leads efforts for Magnet and Pathways to Excellence designation, including professional governance model.
  • Develops short- and long-term strategies to ensure adequate staffing levels and skill mix, including recruitment and retention plans, partnership with affiliating schools of nursing to ensure an adequate pipeline of nursing professionals, and ongoing professional development opportunities for nursing colleagues.
  • In partnership with the CIO, CTO, CMIO, and clinical informatics, advocates for and oversees the implementation of new technologies and innovations in nursing practice; ensures the effective use of electronic health records and other digital tools to enhance care delivery.
  • Role models the advancement of the Lean Management system to improve clinical outcomes, mistake proof processes, and achieve operational excellence.
  • Through a matrixed dotted line relationship, provides input to the entity president on the evaluation, performance and goals of each entity CNO.

Common Expectations:

  • Manages employees through subordinates, usually other managers. Establishes performance goals, allocates resources and assesses policies for direct subordinates. Provides orientation, training, and continuing education of employees in area(s) of responsibility.
  • Initiates and/or maintains organization wide policies and procedures to facilitate the kind and type of organization needed to accomplish the system's aims, objectives and programs, and which guide and support the provision of system services.
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
  • Represents the system on internal committees and external professional/civic service organizations. Meets with members of the community to promote good community relations.
  • Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.

Qualifications

Minimum Education:

  • Master's Degree Required; Doctorate Preferred
  • Master's Degree in Nursing (MSN) or Bachelor's Degree in Nursing (BSN) Required.

Work Experience:

  • At least 5 years as a hospital based Vice-President-Patient Care Services/CNO or executive.
  • Nursing, Health Care, or Hospital or Business Administration experience. Required
  • Leadership experience in hospital/health care environment. Required

Licenses:

  • Licensed Registered Nurse Upon Hire Required or
  • Registered Nurse Multi State License Upon Hire Required
  • Certified Executive Nursing Practice (CENP) Preferred or
  • Board Certified Nurse Executive, Advanced Certification Upon Hire Preferred or
  • Board Certified Nurse Executive Upon Hire Preferred

Knowledge, Skills, and Abilities:

  • Proven track record of achieving goals in a highly matrixed organization.
  • Models and actively supports a shared leadership approach with medical staff and other senior leaders in the organization.
  • Evidence of scholarly work (poster or oral presentations and/or publications).
  • Proven leadership skills.
  • Ability to develop and apply relevant management, LSS and nursing care delivery concepts and strategies.
